祝平(1943.11—)女，满族，黑龙江哈尔滨人。中国美术家协会会员。1966年毕业于鲁迅美术学院油画系。1973年－1992年在东北师范大学任教，担任油画教研室主任、副教授。1979年油画“爬山虎”由中国美术馆收藏。先后赴日本东京、福冈、加拿大多伦多进行作品展。1993年移居芝加哥。1998年定居洛杉矶。

1978年－油画“小马驹”吉林省美展获一等奖。
1979年－油画“爬山虎”由中国美术馆收藏。
1989年－油画“秋天的印象”全国首届油画展。
－油画“莽原”参加第七届全国美展。
－水彩“捣米歌”获全国第七届美展铜牌奖，吉林省政府最高长白山文艺奖，代表中国优秀美术作品，赴日本东京、福冈展。

1993年－1997年移居芝加哥。
