宋惠民，1937年出生于吉林省长春市。1962年毕业于鲁迅美术学院油画系并留校任教至 今。1983年任鲁迅美术学院油画系主任。1986年任鲁迅美术学院院长、教授。辽宁省美术家协会主席。现为鲁迅美术学院名誉院长、荣誉终身教授。辽宁省美术家协会名誉主席等。首批辽宁省优秀专家。享受国务院政府特殊津贴。兼任中国油画学会副主席。中国美协油画艺术委员会副主任。中国美术家协会常务理事。辽宁省文联顾问等。被聘为全国性美术活动及全国美术作品展，中国油画作品展的评选委员。

1986-1989年作为创作组组长与9名油画家合作，共同完成我国第一幅全景画《攻克锦州》，并获文化部艺术科技一等奖。

论著：《当代油画的思考》、《永不满足的希望》。
作品多次在日本、韩国、美国、新加坡等国家和香港、台湾地区展出及被收藏。
