1963年出生，天津市人。现为天津美术家协会会员，中国画家协会理事。1985年考入天津美术学院，师从何家英、杜滋龄等专攻国画人物。1989年毕业并获文学学士学位，任教于天津工艺美术学院国画教研室。2004年作品《婉清》入选蒋兆和诞辰100周年中国人物画展。2005年就读中国艺术研究院研究生院。
作品《秋思》入选第二届中国人物画展，并编入《2005年中国画作品选》。作品《希望》入选第十六届国际造型艺术展，作品《人物》入选中国小品画展和天津市建600周年大型画展，作品《春风拂槛露华浓》入选第十届全国美展天津展区并获铜奖。部分人物画作品为国内外收藏家收藏。出版有《高博中国画》。
